Born on January 30, 1957 in the village of Ermakovskaya, Tatsinsky District, Rostov Region, in the family of a miner. He lived in the village of Sholokhovsky, Belokalitvinsky district, where his parents worked at the Vostochnaya mine: his father, Yuri Ivanovich, worked as a tunneller, and his mother, Ekaterina Maksimovna, as a hoist driver. He spent all the holidays with his grandmother and grandfather in the village of Ermakovskaya.
Education
In 1974 he graduated from the Sholokhov secondary school №8. He dreamed of being a pilot, tried to enter the Kharkov Aviation Institute, but did not pass on points. A year later, I went to Moscow to enter the Moscow Aviation Institute, but by coincidence I chose the Institute of Management.
In 1980 he graduated from the Moscow Institute of Management. Sergo Ordzhonikidze with a degree in Engineer-Economist. In 1997 he received his second higher education at the Russian Academy of Public Administration under the President of the Russian Federation.
In 1999 at the Civil Registry Office he defended his dissertation for the degree of candidate of legal sciences on the topic "Legal regulation of local government: theory and practice." In 2002 at the State University of Management he defended his thesis for the degree of Doctor of Economics on the topic "Organizational forms of intensification of economic ties when changing the model of economic development."
Golubev is among the three most educated governors of Russia (2nd place). The research in March 2019 was conducted by the Black Cube Center for Social Innovation. The main assessment criteria was the education of the governors. The study looked at the ranking of universities that the heads of the regions graduated from, and also took into account academic degrees.
Labor activity and political career
He began to work in 1974 as a mechanic at the Sholokhovskaya mine after failing to enter the university for the first time.

On January 9, 2000, Boris Gromov was elected governor of the Moscow Region in the second round of elections. On April 19, 2000, after being approved by the Moscow Regional Duma, Vasily Golubev was appointed First Deputy Prime Minister in the Moscow Region government.

Governor of the Rostov Region
In May 2010, he was announced by the United Russia party in the list of candidates for the post of governor of the Rostov region.
On May 15, 2010, the President of the Russian Federation submitted to the Legislative Assembly of the Rostov Region the candidacy of Golubev for empowering the Head of the Administration (Governor) of the Rostov Region. On May 21, his candidacy was approved by the Legislative Assembly.
On June 14, 2010, the day of the end of the term of his predecessor V. Chub, Golubev took over as governor of the Rostov region.
In 2011, he ran from the Rostov region for the deputies of the State Duma of Russia of the sixth convocation, was elected, but later resigned from the mandate.
On January 22, 2015, he announced his participation in the gubernatorial elections. Since 2014, on the Don, at the initiative of Vasily Yuryevich Golubev, the program "Sustainable Development of Rural Areas" has been implemented. During the period of the subprogramme's activities, 88 gasification and water supply facilities were commissioned, which is 306.2 km of local water supply networks and 182 km of gas distribution networks, including in order to fulfill the schedule of synchronization with PJSC Gazprom.
By the end of 2019, another 332.0 km of gas distribution networks and 78.6 km of water supply networks will be commissioned. Governor Golubev personally oversees how the program is being implemented.
Miner's question
In 2013, in the city of Shakhty (Rostov Region), construction began on the Olympic residential complex to relocate the families of miners in dilapidated housing damaged by mining operations under the federal GRUSH program. In 2015, construction was frozen by the contractor. The houses remained in a low degree of readiness. More than 400 people were left homeless.

In 2019, under the new law, more than 1,000 defrauded real estate investors moved into new apartments.
